Notice is hereby given that the City of Ocean Springs will receive SEALED or ELECTRONIC bids at Ocean Springs City Clerk’s office located at 1018 Porter Avenue, Ocean Springs, Mississippi 39564 until 2:00 PM (CT) on Wednesday, December 20, 2023. All bids will be publicly opened and read aloud shortly thereafter in the Board of Aldermen Board Room in the Ocean Springs City Hall for the following:

 FRONT BEACH RESTORATION AND PUBLIC ACCESS

These bids are invited for the development of a restoration and public access site for the Front Beach Event Space and Marina project.

A strongly recommended Pre-Bid Meeting will be held at 2:00 PM (CT) on Tuesday, December 12, 2023 in the Board of Aldermen Board Room at the Ocean Springs City Hall in Ocean Springs, MS.

All Bids must be accompanied by a certified check or bank draft payable to the order of the City of Ocean Springs, negotiable U.S. Government Bonds (at par value), or a satisfactory Bid bond executed by Bidder and an acceptable surety, must be submitted in an amount equal to five percent (5%) of the total bid.

All Bids submitted in excess of $50,000.00 by a prime or subcontractor to do any work, must comply with Section 31-3-21, Mississippi Code of 1972, by having a current Certificate of Responsibility from the State Board of Public Contractors.

Contractors have the option of submitting their bids sealed in an envelope or electronically through www.oceanspringsbids.com. If a sealed envelope bid is submitted by mail, the post office address of the City Clerk is P.O. Box 1800, Ocean Springs, MS 39566. Bids may be delivered to Patty Gaston, City Clerk, at 1018 Porter Avenue, Ocean Springs, MS 39564.

All bid envelopes should contain the bidder’s name and mailing address on the outside of the envelope and also specify the name of the bid item.

The Bidder’s Certificate of Responsibility Number or a statement that the bid inside is less than $50,000.00 shall appear on the outside or exterior of the envelope or container of such bids, failing which, said bid shall not be opened or considered.

When submitting an electronic bid, the bid must be submitted in “pdf” format and shall contain the same information and forms as required for the paper bids. Electronic bids must be secured with a bid bond. When submitting a bid electronically, the authorized signature may be a hand-written blue ink signature or an electronic signature. When bids are submitted electronically, the requirement for including a certificate of responsibility, or statement that the bid enclosed does not exceed Fifty Thousand Dollars ($50,000.00), on the exterior of the bid envelope shall be deemed in compliance by including the same information as an attachment with the electronic bid submittal.

Contractors will be required to register FREE with Plan House Document Management at www.oceanspringsbids.com to submit an electronic bid. The current Certificate of Responsibility Number shall be indicated on the exterior of the sealed bid envelope in order to be opened. All Bids submitted for $50,000.00 or less shall be so marked on the exterior of the sealed bid envelope. The City of Ocean Springs reserves the right to reject any and all bids received and to award said bid in the best interest of the City. Bids may be held for a period not to exceed sixty (60) days from the date of the opening of bids for the purpose of reviewing the bids and investigating the qualifications of Bidders, prior to awarding the Contract.
