UPDATED BID OPENING DATE: The City of Ocean Springs will receive sealed or electronic bids for the Mary C. O’Keefe Cultural Arts Center – Window Repair and Lintel Replacement Project no later than 3:00p.m., Local Time, on Tuesday, June 20, 2024, at the office of the City Clerk, 1018 Porter Avenue, Ocean Springs, MS 39564. All bids received will be publicly opened and read aloud.

This project will consist of the furnishing of all labor, materials and equipment for the repair and restoration of the existing windows along with replacement of the existing steel lintels, as required by the specifications and drawings. The project shall be complete and ready for operation within the time stated and in strict accordance with the construction documents. The building is listed on the National Register of Historic Places and therefore subject to state and federal oversight.

Copies of the Contract Documents may be obtained as described below:

Contract documents are being made available via paper copy or pdf for a charge of $150.00 (hard copy) or
$75.00 (pdf). Plan holders are required to log-in or register for an account at www.oceanspringsbids.com to view and order Contract Documents. All plan holders are required to have a valid email address for registration. Existing plan holders will be notified by email upon the release of any addendum. Failure to order bid sets through www.oceanspringsbids.com  and not being on the plan holders list may prevent you from being notified of issued addenda. Printed copies of addendum will be available as part of your bid package upon request by contacting Plan House Printing.

Proposals must be delivered in a sealed envelope marked plainly on the outside of the envelope with the following: “BID FOR: Mary C. O’Keefe Cultural Arts Center – Window Repair and Lintel Replacement” and addressed to Patty Gaston, City Clerk, City of Ocean Springs, 1018 Porter Avenue, Ocean Springs, MS 39564. In addition, the envelope shall list the bidders Company Name, Company Address and all applicable state and local license and registration numbers of the bidder. Envelopes not so marked are submitted entirely at the risk of the bidder, as the Owner and Professional assume no responsibility for the premature opening of any bid envelope by any employee of the Owner or Professional.

Proposals shall be submitted in duplicate only upon the blank proposal forms provided with the specifications and must be accompanied by Proposal Security in the form of Certified Check or acceptable Bid Bond in the amount equal to at least five percent (5%) of the Base Bid: such security to be forfeited as liquidated damages, not penalty, by any bidder who fails to carry out the terms of the proposal, execute a contract and post- Performance and Payment Bonds in the form and amount within the time specified. The Bid Bond, if used, shall be payable to the Owner.

Bid proposals must be received on or before the scheduled time for opening of bids and no bid may be withdrawn after the declared closing time for the receipt of bids for a period of ninety (90) days.

All bids submitted in excess of $50,000 by a prime or Subcontractor to do any erection, building, construction, repair, maintenance, or related work must comply with the Mississippi Contractors Act of 1985, by securing a Certificate of Responsibility from the State Board of Contractors.

The Owner reserves the right to waive any irregularities, the right to reject any or all bids and the option to postpone action and final decision for a period of up to ninety (90) days.

When submitting an electronic bid, the bid must be submitted in “pdf” format and shall contain the same information and forms as required for the paper bids. Electronic bids must be secured with a bid bond. When submitting a bid electronically, the authorized signature shall be an electronic signature or handwritten in blue- ink signature. In the event that an electronically submitted bid has a corrupted attachment, the bid will be considered null and void. When bids are submitted electronically, the requirement for including a certificate of responsibility, or a statement that the bid enclosed does not exceed Fifty Thousand Dollars ($50,000.00), on the exterior of the bid envelope shall be deemed in compliance by including the same information as an attachment with the electronic bid submittal.
